The deployed fix is https://github.com/apache/infrastructure-p6/commit/35b57eeca3d6fc76a95aaf2e25d3b5e12e2d432c, which updates `atr_container.pp` to wait for 15s for prior instances to terminate and tidy up their resources. No other configuration is implicated in this issue as far as I can tell, and I did not find any bugs in `start-atr.sh`.
