@raboof we can promote this on the compose pages, making use of the GH
action is (or soon will be gated) by Infra provisioning.
We should add a section to promote as follows:
Button: `Use GitHub CI Workflow`
1. If the committee is qualified and enabled to produce via CI then:
- Precise instructions on adding the action to the project CI workflow.
2. If not then advertise how to qualify:
- Short description and links about how to qualify.
