   In order to safely work with the new Nexus 3 version of 
repository.apache.org and avoid ip blocks we will need self hosted runners 
where the IP address can be on an allowlist.
   
   We need to ask Infra to deploy one or more action runners.
   
   1. Pick the appropriate size.
   2. Define what should be on the box installed by puppet
   3. What naming and labeling we need to follow in configuring our GitHub 
repository `apache/tooling-actions`
   
   With that defined we can write JIRA INFRA issues to request the initial 
runner. We will then test and iterate.
