The `application/json` media type registration [does not include a `charset` parameter](https://github.com/apache/tooling-trusted-releases/pull/820#issuecomment-4000122765). Werkzeug is confirmed to be very careful about adding `utf-8` to all appropriate media types, and can be relied on.
