   We need to look into what is needed to replace the functionality of 
repository.apache.org (RAO).
   
   1. Uploading bundles/packages/files.
      - Snapshots.
      - Staging 
   2. Downloading bundles/packages/files
      - Snapshots.
      - Staging 
   3. Pushing staging to Maven Central
   4. User credentials
   5. Committee/project co-ordinates
   
   - Investigate current logs to understand endpoint patterns and overall usage 
patterns.
   - can we document the variety of uploads and downloads.
   - can we document the publishing to Central events.
   
   One idea would be to have multiple domains all served in the same hypercorn.
   - snapshots.apache.org
   - staging.apache.org (or repos.apache.org)
   - releases.apache.org (maven central publishing as part of ATR)
