We are adding additional release catalogs, cycles, and separating release policy forms according to phase and process. We will need to reorganize the projects page. Add tabs or left navigation to allow for the following views: 1. Releases. Show/edit new cycle parameters. Start release button. Organized by cycles show current releases. Allow linking into a cycle page. See #912 2. Metadata. Shows metadata: descriptions, and project metadata includes category and language. See #913 3. Compose. Show/edit compose release policy fields. 4. Vote. Show/edit vote release policy fields. 5. Finish. Show/edit finish policy fields. 6. Trusted Publishing. Show/edit trusted publishing workflow names and instructions plus if the project is enabled to use GH workflows to create builds. There should be header content that includes the committee including key value and name with a link to the committee page. If the user is a PMC member then they can edit the forms. If not then all of the fields are viewable. Text areas when viewed should be rendered into a code block.
