We discussed this and resolved to use phase transitions and revision creation as the two identifiers of activity. In the case where a release is in the finish phase (i.e. after a successful vote) and there has been no activity for 90 days, we will inform the PMC instead. -- This is an automated message from the Apache Git Service.
