   The idea being that a particularly large repository might consistently fail? 
   
   1. Perhaps we should wait until we see if any project consistently have this 
problem.
   2. Projects will be able to knowingly bypass failed checks (unless a 
blocker). Is this behind a blocker?
   3. Would timeout relief be easy? Maybe the timeout should be a shared 
configuration?
