   A security release would be configured when the release is created. In that 
case, a release manager must be a PMC member no matter what when performing a 
security release, and only private lists are allowed for voting. We would 
require contingent approval when the release is created, but we can start the 
implementation without it. We allow the vote to be resolved as soon as the 
proper number of votes have come through, but there's no time limit. We 
continue to count votes after that, up until the release manager resolves the 
vote. Should reserve implementation of this until we're in beta.
