The [incubator release policy says](https://incubator.apache.org/policy/incubation.html#Releases): > When a Podling decides it wants to make an ASF release, the Podling MUST hold a vote on their public dev list. Holding votes on private lists is not allowed, but we currently allow that as a consequence of UI consistency since all projects have the same list of permitted recipients.
