I figured this because the software itself is intended only for use by ASF projects. Therefore I figured that "Apache ASF Parent POM" is actually, although slightly clunky, the legitimate name of the project: the Apache project for ASF Parent POMs. However, I was mistaken, and "Apache Software Foundation" in this project name is said to be just a long form of "Apache".
