We can choose many recipient on start vote ...
But it will be helpful as we can also adjust it on next steps.
Like we would only vote on dev list, but result should be send to dev and
private list.
And last step announcements should be also configured, like we want send it
to announce@project list, user list, dev list for some of project also to
announce@apache
