I doesn't. The web page has a long explanation how to download OOo
sources using CVS, rather than tarballs. AFAICT we don't provide source
tarballs for milestone releases.
And "SRC680_m116" is the CVS tag (not a branch, btw) to use.

No. There isn't any place to download such a tarball :-(
