[tools-dev] Error building /tools/util in OOA_SRC680_m1

Trying to build with the OOo Source 2.0.1 on Windows XP with the latest fixes installed for Windows.  Have done the setup and worked through a number of problems including the not so smart CR/LF handling for tar files in WinZip.  Now I am getting the following error and I don't really know what it means.

 

I found some messages of other people having the same problem but no answer.  Some of them had to do with the JDK not being present, but I do have 1.4 installed and mapped (could it be that I need some sort of Unix java installed in Cygwin?), and others had to do with building on FreeBSD.  One response indicated that the person forgot to run in the tcsh shell, but that isn't my problem, I am running under the tcsh shell.
