Okay, idea 1:

We create a Web application (some Social SVN Subscription Application,
or so), which allows people to subscribe to selected folders and files
within the SVN repository (so I can subscribe to everything in
svx/source/form, but only selected files in svx/source/inc). The shell
script then checks the MySQL database which serves as backend for this
application, and notifies everybody who's subscribed to a file just
being changed.

No?

Hmm. Idea 2:

Well, there is no idea 2. Adding a module is always a manual process, at
least it was back in CVS times (we needed to tell releng, at least, so
it could set up things for the new module). So, I suppose there's a
check list "What to do when adding new modules" already. Just let's add
an "update file X on server Y" to the list ...

Ciao
Frank
