I don't know, but downloading the precompiled WNTMSC*.zip from
http://tools.openoffice.org/moz_prebuild/680/ and copying them to the
$SRC_ROOT/moz/zipped/ directory IMHO should still work. You may need to
copy msvcr71.dll and msvcp71.dll to $SRC_ROOT/external/msvcp71/ as well
because the mozilla libs are linked against them. The dlls should be
available from an OOo installation if they aren't on your machine
somewhere. Then configure --disable-build-mozilla
