+1. In the long run it might also be good to have this test available in EIS.
It also might make _optional_ checks for other formatting issues like new files
without proper license headers and new/modified lines in cxx/hxx files with
broken indentation (anything that is not 4 spaces/no tabs). Of course, these
additional checks should not be mandatory unless we are really certain that
there should be no exceptions to these. That way it would be easier to check
if one accidentally messed up some formatting.
