The default for all targets is not on the host machine. Since this issue
opened, we've added 2 make targets that use docker.
make jupyter - This runs a notebook with Toree installed using pip package
make dev - Since [PR 14](https://github.com/apache/incubator-toree/pull/14)
this is now using docker to run jupyter and mount Toree code and allow
debugging.
