Summary: "pip install toree" does not work

I follow the Install instructions as described here:
https://github.com/apache/incubator-toree#install
when I execute:
sudo pip install toree
I get this error message:
builder@jupyter:~/jupyter$ sudo pip install toree
Downloading/unpacking toree
Could not find a version that satisfies the requirement toree (from versions:
0.1.0.dev0, 0.1.0.dev2, 0.1.0.dev3, 0.1.0.dev4)
Cleaning up...
No distributions matching the version for toree
Storing debug log for failure in /home/builder/.pip/pip.log
