I diownloaded toree from the git and added http_proxy settings for make release step to complete. When I am doing make jupyter, the make process is trying to reach a gpg server. I manually downloaded added the required key (381BA480). I tried adding proxy settings to gpg filepath in Makefile. In both cases, "make juypter" step does not go beyond the "requesting key from keyserver" stage.
