Hey folks, I've opened a blueprint for a new Flexible Topologies feature here: https://github.com/apache/trafficcontrol/pull/4537
The basic idea is that this will allow us to define custom N-tiered topologies in Traffic Control instead of being limited to the single, global, 2-tiered topology that we have today.
