I'm having trouble reproducing this, the Traffic Portal RPM built
successfully for me when building using
./pkg -v traffic_portal_build
using
https://dist.apache.org/repos/dist/dev/trafficcontrol/5.1.2/RC2/apache-trafficcontrol-5.1.2.tar.gz
as sources.
