3. If we add unit tests for Traffic Portal v1, could we remove some
flaky integration tests?
    - Integration tests are extremely slow and a little flaky
    - Purposes of integration and unit tests don't overlap, so there's
skepticism that one could replace the other, but unit tests could be
beneficial regardless.
    - Tangent: Our Angular JS is not on the latest micro version
    - Are integration tests even worthwhile? Do they help anyone catch
bugs? Uhh... kinda, maybe?
4. Why do we have so many stale issues?
    - #2764 - Added "low impact" and "low difficulty" labels
    - #3433 - Closed as no longer relevant
    - #3541 - Added "needs more info" label along with a comment
requesting further information
    - #3649 - Added "help wanted", "low impact", and "low difficulty" labels
    - #2731 - Left a comment asking if the issue still exists
    - #3703 - Added "needs more info" label along with a comment
asking if the issue can be closed now
    - #3430 - Removed "traffic portal" label, added "traffic ops" label
