[TC-9] Update DISCLAIMER, NOTICE, CONTRIBUTING.md.
Reviewed some of the Apache release guidelines and put the proper contents
in DISCLAIMER and NOTICE.
I also removed all the Cisco copyrights (but I don't want to touch the
Comcast copyrights)
Additionally I updated CONTRIBUTING.md file to point at the current JIRA
and mailing lists.
You can merge this pull request into a Git repository by running:
