+1 (binding)

- built all rpms except traffic_portal (don't have the right tools for portal) 
from source
- ran all TO unit tests on clean carton install
- ran all TO integration tests on clean carton install
- installed TO (using infrastructure/docker container) w prod DB
- installed TV (using infrastructure/docker container)
- tested new offline reason feature
- tested generated CRConfig is identical
- tested ATS configs are identical for several profiles (ort report)
- installed TM / TR in containers, but did no real testing there

Docker containers need some love (see TC-77) but that shouldn't hold up the 
release, I think.
