I don't know why, or if it's intentional, but modifying the config for
proxy.config.http.global_user_agent_header
requires a server restart. This is obviously not a huge problem, but
inconsistent and confusing. I can't think of any
reasons why we shouldn't support "dynamically" rereading this particular
configuration.
