I think it would be better to place it in the experimental directory since it 
is an experimental plugin (new untested plugin).  This plugin can be used by 
other people if they would like to use it and we will be using it a few times 
over the years.  I am also against creating more top level directories for 
plugins since we already have a plugins directory.
