Hi, I think I found the solution to my problem. The missing step is that I needed to log on to Github and enable two-factor authentication in my profile security settings. (Profile security settings are here: https://github.com/settings/security). I did that. Then I waited awhile. And it then worked.

Visit id.apache.org and set your GitHub ID to be invited to the org. Please allow up to an hour for your MFA status to propagate ... " Well, I did all that last week and it still hasn't migrated.
