Somebody, in their infinite wisdom, introduced another file that overrides the nproc limit set in /etc/security/limits.conf, see https://bugzilla.redhat.com/show_bug.cgi?id=919793. The solution is probably to delete file /etc/security/limits.d/90-nproc.conf.
