Thanks Dave.

The problem with changing state is caused by the Transition Issues setting,
which is limited to the following roles:

- Project Role (Administrators)
- Project Role (Committers)
- Project Role (PMC)
- Reporter

Missing here is Project Role (Contributor)

A similar issue exists for the Assign Issue setting; that is, Project Role
(Contributor) is not included.

Obviously, the remedy is to change these settings but I haven't yet been
able to figure out how to do that. Maybe that's a task for whomever set up
this specific Jira project. Stack is the lead so maybe he can fix these
settings?
