review support of hbase1.2 & cdh5.7

Hi:
Anyone pls help to review TRAFODION-2067

this is support hbase1.2 & cdh5.7
after this PR , I can do [trafodion-2118] : remove hbase.hregion.impl in 
hbase-site.xml. because in hbase1.2 getScanner() become public in HRegion.java.
also I can remove hbase.coprocessor.region.classes which is defined in 
hbase-site.xml
