Looking at the change history of the April 2019 page in moinmoin[1] it seems to me like that is still being taken as the current resource for publishing a report.
There is what I assume to be a mirror of the page in the Incubator Space in the Apache Wiki [2] - but that has no real changes to any reports as far as I can tell.
