Hi Team, Issue https://issues.apache.org/jira/browse/INFRA-19326 has been completed.
We have a new role 'Contributors', so PMCs are able to add JIRA accounts to Contributor role. I've assigned Gautam and Ryan to the contributor role, please check issues are assignable and you can change its state.
