There are two documents that say how to do a name search. https://incubator.apache.org/guides/names.html and https://www.apache.org/foundation/marks/naming.html#namesearch
They mostly agree, although the second one points to https://issues.apache.org/jira/projects/PODLINGNAMESEARCH/issues/?filter=allopenissues as a starting point, which is a rather intimidating page with no clue as to how to proceed.
