In case of cluster failure, or cluster expansion and contraction, the system
must be able to support operation and maintenance after switching the topic
from one cluster to another cluster, both production and consumption can be
aware of cluster switching, and the production and consumption switching is
completed without restarting, and the production data continues consumption is
not lost.
