hi [~viviel] , thanks for your contribution, but the pr is not suitable.
The meaning of [~gosonzhang] should be upgrade protobuf to a higher version and
provide a shaded client of TubeMQ. This PR only realizes the automatic download
of protoc, which is also duplicate of TUBEMQ-63.
