This is a key part of improving TubeMQ about WebAPI, which is built on top of
Jetty 9 architecture.
Attention:
1. WebAPI could then support BOTH of GET and POST, not either of GET or POST
request, after this sub-task;
2. WebAPI still work on one-to-one HTTP 1.1 mode as it has been for a long time
after this sub-task.
