When performing partition selection operations, it is possible that the current
partitions are all waiting, or all are inuse, or all are frozen. It must be
clearly informed that the calling thread of the service must wait for a period
of time before calling it again. The current error code is relatively vague,
and inconvenient to distinguish operations
