My vote is [x] +1 release it, although non-binding. And I would recommend lazy consensus as voting mechansim at least for the parents, as it was already asked for sometimes earlier here.
BTW I would "vote" for releasing fulcrum-parser (version 1.0.3-snapshot)
too, containing a bugfix. The Turbine 4.0-M2 trunk could then use it as
dependency with very minor more changes ...
