When WSDL imports and XSD imports and includes are used to specify a
<binding.ws> configuration, a client using a ?wsdl URL to create a WSDL4J model
can't resolve the server-side imports/includes from the client system.
The binding-ws-axis2 test cases QuestionMarkWSDLImportTestCase and
QuestionMarkWSDLIncludeTestCase illustrate these problems. These tests are
currently renamed with a FIXME suffix so that they don't break the build.
