I have just tried to build the SCA 1.3 branch and it looks like we have the saxon 9.0.0.2 dependencies requirements.
In previous releases, we have been using Saxon 8.7 as the 9.0.0.2 release causes issues to our BPEL implementation and is also not published/available trough maven.
