Is "TUSCANY-2434: Required Attributes need validation in PolicyProcessors" needed for 1.3?

TUSCANY-2434 is one of the few remaining JIRAs against the 1.3 release with
a priority of MAJOR, could anyone give a status update on it or say if its a
must have for the 1.3 release?
