Dave, its not clear if you need the jsr181 jar to be optional or to be a
transitive dependency. If it was a transitive dependency of the tuscany runtime
would that be enough for 1.3.1 and we look at making it optional in a later
release with TUSCANY-2542? And if so...it looks like it _is_ a transitive
dependency to me, if its not getting brought in transitively for you could you
paste in here your pom.xml?
