The OASIS CSA Bindings TC have adopted this issues, as discussed in this mail 
thread 
(http://lists.oasis-open.org/archives/sca-bindings/200808/msg00072.html), as an 
editorial issues so it will change in the Web Services spec.  See the 0409

So I guess we should go ahead and apply this change.
