IMO, they should stay in the incubator dist and maven repo as these releases
were produced when Tuscany was under incubation.

Subject: Tuscany incubator maven artifacts
Dan Kulp pointed out [1] that we still have Tuscany incubator artifacts in
the incubator repo [2] and in the incubator maven repo [3]. Anyone know what
normally happens to these. Should we move them somewhere or deprecate and
delete them?
