I created a validation test for TUSCANY-2698. While working on this
(and figuring out why it wasn't producing the expected diagnostic),
I added a few more changes to my code fixes for TUSCANY-2698. I'm
running a full build now, and I'll commit the new itest and the code
changes into the 1.x branch when the build passes. Tomorrow (Friday)
I'll copy these updates into the 1.4 branch.
