Ram is having some trouble with the set up to get the deploy working
correctly so for now I'll publish a maven staging repo for the RC3 artifacts
at http://people.apache.org/~antelder/tuscany/1.4-RC3/maven/. Its uploading
now but will take a little while to complete.
