JARs nested within contributions do not get added to the classpath

A contribution such as a folder or zip contribution may contain application
jars which need to be made available to the SCA application using the
contribution, currently Tuscany does not do this. There's an itest that
demonstrates the problem for both folder and zip format contributions in
itest/contribution-folder
