The information from definitions.xml files found in extensions or application
composites should be aggregated together into a domain definition.xml so that
all composites can be resolved against it. The proposition is to create a
system contribution to hold this aggregated definitions.xml file and use
contribution import resolution to resolve policy sets and intents etc.
