The calculator-equinox sample build fails when building for the first time with
an empty mvn repository. This is as it uses modules that haven't been built yet
in th ebuild when the sample build is running. See TUSCANY-2806. I don't think
just publishing the unbuilt modules is the correct fix, we should fix
TUSCANY-2806.
